Philomena “Phyllis” (Regan) Smalley
Philomena “Phyllis” (Regan) Smalley went home to her Lord peacefully on Monday, May 18, 2020, after many years of battling cancer. Phyllis was born to Margaret Mary (Prendergast) and Dominick Regan at Phelps Memorial Hospital in North Tarrytown, NY on Wednesday, December 5, 1956. In addition to her parents, Phyllis is preceded in death by her brother, Thomas J. Regan.
In addition to her husband Stephen, Phyllis is survived by her son Sean and his wife Lauren of Hummelstown, PA, her son Kevin and his wife Chelsea of Yuma, AZ, her daughter Caitlin of Burlington, NC; and her most beloved grandsons: Scott, Colin, Hudson and Preston. She is also survived by her sister Maureen Regan and husband Jim of New City, NY, and her brother Peter Regan and wife Karen of Dahlonega, GA.
Phyllis graduated from St. Augustine’s School, Ossining High School and Mercy College. It was at Mercy College where Phyllis met her husband of 41 years, Stephen Smalley. Phyllis and Stephen raised their three children in the Briarcliff and Ossining area. Phyllis loved her children more than anything in the world. She volunteered as a class parent, helped with scouting, religious education and anything else they were involved with. Phyllis became a member of the Briarcliff Manor Fire Department in 1986 where she found tremendous joy in giving back to the community. She was proud to have been their first pregnant firefighter! In her many years with the fire department Phyllis was instrumental in leading the fire prevention program, teaching First Aid and CPR and acquiring the certifications for the department’s defibrillators and EpiPens. She helped develop training and operational protocols for both the Briarcliff Manor Ambulance Corps and the Westchester County DES. Phyllis returned to work in the 1990s as an employee of the Briarcliff Manor Recreation Department. She moved onto working for Westchester Community College at their Ossining campus. Phyllis finished her career at Westchester County Department of Emergency Services where she retired in 2016. Phyllis and Stephen then made the move to Pennsylvania to be closer to their grandchildren. She continued to give back as a volunteer for the West Shore YMCA.
